Union State Special Operations Command (UNSSOC) Establishment, Mission Parameters, Organization, and ToE

As the Russian Federation has transitioned to the Union State over the past several decades, relatively little has been done to reorient the special operations forces (SOFs) of the Union State to match this change.

The SDA in conjunction with the Ministry of Defense will begin a full scale revamp and rescaling of the SOFs of the Union State. This will include a new set of mission priorities, unit designations, equipment, etc.

UNIT DESIGNATIONS

UNSSOC will begin its work by molding current Russian SOFs into several mission categories. The current number of 25,000 operators will be increased to 80,000 by 2065 with these new numbers being drawn from existing elite Airborne Brigades and other veteran units unless otherwise specified below (e.g. OMEGA Unit).

ALFA UNIT

ALFA Unit will consist of multipurpose UNS SOFs. ALFA Unit will be insertable via air and ground, specifically through the use of rotorcraft, parachutes, and ground vehicles. All operators will be equipped with the ALFA Suit.

Standardized Missions include:

  • Direct Action Operations

  • Special reconnaissance

  • Foreign Internal Defense

  • Undercover HUMINT gathering.

  • Unconventional Warfare

OMEGA UNIT

OMEGA Unit will form a Special Operations Cyberwarfare and Intelligence Unit which has been designed to work alongside FSB cyberdefense units to give the Union State Military specialized offensive cyberwarfare capabilities. This unit will work alongside the Strategic Development Authority (SDA) to develop enhanced cyberwarfare capabilities. In addition, OMEGA will coordinate with OMICRON team, which is responsible for intelligence gathering operations. The mission of OMEGA includes:

The establishment of a cyberwarfare research center, designated WINTER THRONE at the SDA Headquarters.

The construction of the world's first zettaflop supercomputer using BIRDCAGE derived AI/NNCPUS to leverage their innate scalability to produce a fully functioning "neural network of neural networks".

Codenamed ICE KING, this artificially intelligent neural network is designed to do several things:

  • Test cyberattack, cybersupport, and cyberdefense methods against itself to rapidly improve firewall breach, malware creation, zero-day exploit creation, improved malware injection packages (IMIPs), multi-platform, multi-device exploits (MP/MD-E), tailored access operations (TAOs) decryption, signals analysis, multi-spectral analysis combining SIGINT, ELINT, HUMINT, and GEOINT about a target to glean intelligence information through mass analysis, full intelligence indication analysis and warning, as well as a host of additional contemporary cyber and intelligence attack and defense operations.

The creation of the first Union State Quantum Computing Research Center (SUMMER WIND). This center will be tasked with the research, design, construction, and operation of the first large-scale quantum computing systems in the Union State with an eye towards both miniaturization, and macroscale supercomputers.

OMEGA Unit will become the premier Union State SOF tasked with attacking adversaries and protecting sensitive military and government networks from intrusion by foreign actors. The FSB will orient itself towards the protection of civilian, corporate, and other national level networks including the development and deployment of security standards and certifications that all national servers must meet. Especially critical areas include power generation, communications, navigation, infrastructure monitoring and control etc.

This Unit will be formed from a kernel of operators being culled from current ELINT/SIGINT SOFs and integrating them with Union State FSB cyberwarfare specialists, as well as recruiting new operatives from the SDA and academia. Initially numbering 2,000, the number is expected to swell to 10,000 to 14,000 by 2060.

SIGMA UNIT

SIGMA Unit is a unique SOF that provides transportation options and capabilities for other SOFs. In addition, SIGMA contains the main HQ unit for the entire UNSSOC. The Ministry of Defense has granted UNSSOC a wide range of latitude including large scale funding to acquire transportation platforms of many sizes and origins. This unit, once fully staffed, will operate with 30,000 operators including pilots, drivers, maintenance personnel, and reconnaissance support personnel which maintain aircraft and UAVs utilized by OMICRON Team. Finally, SIGMA is the location of the Special Warfare Unit (SWU) which is an SDA cell inside of SIGMA which has a mission to acquire feedback and the requirements of each separate unit and develop and test technologies to fulfill these requirements.

SIGMA Unit is divided into several Sections with different mission areas, but each Section works with others very closely to tailor operations.

SECTION 1 – Airborne Platforms and Rotorcraft

  • Il-76 and Il-77 Transport Aircraft

  • Mi-62 Medium Lift Quad Tiltrotors

  • Mi-44, Mi-44K, Mi-44Z Tiltrotors

  • The design and purchase of 12 Tu-PAK-Z (Black Eagle) Stealth Transport Aircraft which are converted Tu-PAK Light Stealth Bombers with the bomb bays exchanged for personnel transports for airborne and HALO/HAHO operations. This will grant UNSSOC the ability to deploy airborne units stealthily. Each Black Eagle will be capable of carrying half of a SOF Team in compact formation. $8 billion will be set aside specifically for this project.

  • Defunct Russian and Soviet aircraft and rotorcraft for undercover operations.

  • Civilian aircraft and rotorcraft for undercover operations.

SECTION 2 – Ground Platforms

  • Bumerang IFVs

  • GAZ Tigr

  • Skorpion 3

  • Defunct Soviet and Russian platforms for undercover operations

  • Civilian platforms for deep cover operations

SECTION 3 – Maritime Platforms

  • UNSSOC will be granted full control of two Avalanche-Class AAS along with two Britva-Class SSK and one Zhatka-Class SSN. Other hardware can be acquired on a per need basis.

  • Civilian pleasurecraft and commercial craft for deep cover operations

  • Littoral and Brown Water boats and watercraft able to be airdropped.

SECTION 4 – (OMICRON) Reconnaissance Support

  • This team, also called OMICRON, is tasked with individualized Reconnaissance Support with a direct tap into the DUSK GUARD V network in addition to it's own intelligence collection capabilities. This unit will be staffed with both special operators as well as intelligence analysts from the FSB and other government intelligence agencies, UAV pilots, Orbital C&C personnel, and a full spectrum gathering of ELINT, SIGINT, HUMINT, GEOINT, MASINT, and all other forms of intelligence personnel.

  • VOLK Series of UCAVs

  • KOLIBRI Series of Tiltrotor UCAVs

  • BYK-I Transport UAVs

  • APOLLON Cubesats

  • Civilian aircraft and rotorcraft converted to covert ISR platforms.

SECTION 5 – Maintenance

SECTION 6 – UNSSOC Logistics

  • Logistics Coordination Unit with access to all transport aircraft currently in use by the Union State. Their mission is to be sure all global SOFs are adequately supplied and armed for their missions.

SECTION 7 – Special Warfare Unit (SWU)

  • An SDA Cell inside of UNSSOC with a mission to acquire feedback and the requirements of each separate unit and develop and test technologies to fulfill these requirements. They can draw upon the full support of the SDA if necessary.
